While not entirely evident, mobile terminal reveals that the Dev Team has managed to successfully achieve root access on the iPad mini, which is essentially what allows for jailbreaking (e.g. the installation of Cydia and third-party packages).

Although members Dev Team have successfully jailbroken Apple’s latest creation, a release at this point wouldn’t be logical. The iPad mini was jailbroken by way of a failbreak. If anything, this news simply assures members of the jailbreak community that the developers are indeed actively working on a solution to jailbreak Apple’s latest 6.0.1 firmware for new iOS-based devices. However, owners of either an iPhone 4, iPhone 3GS or an iPod touch 4th Generation can make use of the iPhone Dev Team’s latest RedSn0w version to jailbreak their device on 6.0.1.

If they can jailbreak the new iPad a day after launch and the iPhone 5 even before launch on iOS 6 why can’t they do the iPhone 4S even though its been out for a year?

They can, through their failbreak. However, as mentioned in the article, it would be near-imposible and certainly illogical for them to release it. They need to take additional steps to prepare a public jailbreak utility.
